Yes water can be put on fire without other chemical or element added to it.
To be precise, it salt water on fire.
A scientist accidentally sparked a test tube of of salt water on fire. It sparked by a frequency of radio wave towards the water and separated the water into sodium chloride, hydrogen and oxygen. The hydrogen then is sparked to light on fire. The fire can reach up to 1000 F.
If the energy out put is much greater than what is needed for the radio emitter, then the world's energy problem would be solved.
